Brigade is now a CNCF Archived project: update website, etc #1983

Brigade now a CNCF archived project. For details, see TOC issue and PR:

@caniszczyk - do you want a banner / notice on the homepage too? (The homepage, docs (v2 & v1), and the blog are all built separately, and so a banner needs to be added to each individually, if that is what we want.)
