Setup CloudBuild #27

Need to decide if master commits should deploy to prod or staging, but CloudBuild will be nice regardless.

Note: Now that #22 is done, the production project configuration isn't in the repo anymore, so Cloud Build will need to know this information some other way (it might not have needed it in the first place since the Cloud Build commands run inside the GCP project you configure them in)
