build and dependency updates

This PR updates some build actions and software dependencies. In particular:

• updates Docker baseimage from viral-core 2.2.4 to 2.3.0
• bugfix (first introduced in viral-classify) to include viral-core conda dependencies during installation of viral-assembly packages so that the mamba resolver doesn't downgrade any viral-core packages
• adds a number of conda dependencies for ANI and mash based evaluation
• removes scheduled builds from GH Actions and updates some GH actions versions
• fixes some readthedocs build items
