Refactors the loading of the external IP address of localhost #1396

Fixes disappearance - or temporary break - of ipecho.net, and should make resolution a bit more reliable in future.

Candidate websites to use can be given in brooklyn/location/geo/external-ip-address-resolvers.txt.
