Adding the 'ir' R package to the list #8

I would like to ask you to add the 'ir' package to your well-curated list, @bryanhanson.

'ir' is similar in spirit (regarding the tidy data format with a list column for spectra) to the data format from 'simplerspec', but both the package and class are much more simple regarding their dependencies and structure, respectively.

Thank you Henning! As it turns out I just started another round of revisions to the FOSS4Spectroscopy and will be working on it for another week or so. I hope to add lots of packages and get set to do some analysis of the packages.
