Directory structuring - incl dirs #7

Opened to discuss the addition of include directories intended to hold more generic type template parts and location of assets such as scss, css, js

To Open: My inclination is to move resources such as '.css', '.scss' into an assets dir, it's where I'll normally keep them and is fairly common to see. We have an assets dir under 'buddypress/' I propose moving the CSS dir and JS dir into this existing assets dir and also locate a scss dir there as well.

i'm not opposed, but many people are used to find them in /css and more important are overriden them from there? Can this be a trouble ?

Good question - although we should be able to re-purpose any aspects in new templates, but maybe things aren't that simple, hmm need to think further.

Closing this as I think we take a different direction on this matter, exploring modular styles imported to scss sheets, with stylefiles remaining in current locations.
