AS AN End User I WANT TO get notification about the available machine translation languages in detected language SO THAT I can understand that I need to choose other language

Acceptance Criteria:

[ ] Notification must be in detected language with options about available languages - or in Estonian if the detected language is not available for machine translation.

If the language is not detect but it is not in Estonian, then the notification should be in English with options about available languages.

What about jibberish?

@turnerrainer If there is no machine translation language, the user must choose a suitable one from the available languages.
