Deploy stage.buerokratt.ee

AS A Product Owner I WANT stage.buerokratt.ee to be deployed and fully functional SO THAT it could be used for penetration testing

Acceptance Criteria

• [x] https://stage.buerokratt.ee is fully functional for End Clients
• [x] https://admin.stage.buerokratt.ee is fully functional as a Backoffice for administrators and CSAs
• [x] TIM authentication works on test parameters

Traffic between pods, was set using ISTIO Example of component-byk-ruuter

Values are set in values.yaml Example of component-byk-resql

Values, except the sourceLabel:s allow will be taken from values.yaml
