This is a big issue, and not one to be one purely as theory, but should be done alongside implementation examples.

I'm putting this on hold because it's not something we have time for before March 6.

A lot of work has been done about 2D documentation in native IFC here: https://github.com/ifcopenshell/ifcopenshell/issues/1153 - the concept of IfcLayout is currently implemented with IfcDocumentInformation, which works quite well with FM assignments too.

But yeah, perhaps best to discuss after march 6.
