Deliverables

[x] Releasing pack should appear after (and trigger? or just one job?) releasing lifecycle in pipeline
[x] Ensure passed constraint on acceptance
[x] GitHub release w/ linux, darwin, windows binaries
[x] GitHub release uses a bot token, rather than a personal token

Note: Releasing to buildpack/ci repo for now. A later story will point it to buildpack/pack before going to beta.
