[chore] Upgrade packages and setup staging environment #108

This PR aims to bring major dependencies to date since nothing has been updated since 2021 and to upgrade prior to building new features

Includes:

node v18
react v18
create react app (might migrate to next or vite if needed)
react router dom v6
other packages
changes to support a dev/staging environment
some minor fixes for lint errors
migrate from react-particles-js to react-particles because deprecated

Removes:

sentry (will bring back later, its been broken)
