If you open legacy level in editor and "preview from current time" it won't contain legacy side bars, unless you played any legacy level beforehand. Stuff I checked:
1) Open the game -> Go to level editor -> Choose legacy level -> Preview from current time = No side bars
2) Open the game -> mods -> open and close any legacy level -> go to level editor -> choose any legacy level = side bars are there
You can also get those side bars back if you go back to mods menu and play any legacy mod and then go back to editor
