Clean up of the H2 DB #95

A number of fields in the ACTION_SETTINGS and SUB_ACTION_SETTINGS tables are 
unused and should be dropped from these tables namely:

UNUSED FIELDS -  ACTION_SETTINGS

ACTION_CLASS
ACTION_ORDER
ACTION_STATE
ACTION_SECTION_TYPE

UNUSED FIELDS -  SUB_ACTION_SETTINGS
