Move Handle Wrangling into Clubhouse #409

Currently, there is a Handle Checker tool to assist VCs when vetting handle suggestions from prospective new Rangers. This happens prior to migrating the volunteer info from Salesforce, with VCs manually entering possible handles into the checker and considering them for radio-friendliness and conflicts.

This feature request would move handle wrangling into the Clubhouse so that prospective new Rangers would enter handle requests into the Clubhouse, receiving some immediate feedback on conflicts (piggybacking on the existing Handle Checker) and then moving the user-vetted handle ideas on to VCs for approval or feedback and a request to try again.

This functionality isn't expected for 2020 so we can work on more details when it comes up as feasible during development.

Is there someone on the VC side who's a good POC for this feature request? It's an interesting idea, but I'd like to talk through the use cases and user flow.

In particular, the current handle checker "rules" aren't mostly hard and fast, but are intended for someone who can imagine a BRC radio conversation between Khaki and someone with that handle. This means that there's a bias away from false negatives and a flood of false positives. I'd want to make sure that PNVs don't get scared off of a totally reasonable handle just because it's spelled kinda like another handle, but pronounced quite differently (English orthography is hard).

@flwyd The POC is probably Citizen and myself on the tech side. (I had planted the idea in the VCs head). 2021 is the target since the 2020 development schedule is full, and I'd really like to see the onboarding checklist put through its paces in production first before extending it to handle callsign submissions.

This is a minefield... Note: this feature was not requested by the VC Cadre, nor has it been discussed by the VC Cadre to my knowledge. Instituting it may have significant ramifications on VC workflow and should be done only with their consensus.

Context: Handle Wrangling currently occurs after Prospectives submit a SurveyGizmo form which creates a Salesforce record, which is later imported to create a Clubhouse account with an approved handle . Here are two ways that could change:

  1. Clubhouse has a feature allowing applicants to submit handle ideas before they submit their application. This would mean a frontend UI which doesn't require them to log in and does let them see if their handles are ok-ish. This front end would instruct them to enter the good handles into their VolunteerQuestionnaire for submission to the VCs, who then check them in the usual way. This is the "simple" solution.
  2. Handle Wrangling is removed from the Volunteer Questionnaire and moved to a later step in the process. Volunteers are vetted and imported into the Clubhouse without handles and do their wrangling within the Clubhouse before they upload photos and take the Online Course. This would be a big change to the application process requiring negotiation with stakeholders

Suggest we revisit this post 2022 cycle.

@rangerthreepio You and I did chat about this a while back ago. And no, this was not brought up with either the cadre nor team.

This is definitely a 2023 feature if we want to pursue this.

@mikeburg Indeed we did. I just wanted to leave a note here because I don't necessarily intend to be monitoring Git on behalf of the VCs past 2022 and presently the only VCs who do monitor Git are you and Citizen. So it's good to have a vote for 'run this by the cadre before you do it' before I'm not on the cadre and they aren't here to see it. ;)
