Enabling Tab Center forces fullscreen mode to show the toolbars. #1112

Toolbars are not hidden in fullscreen mode.

Tab Center 1.36.0 Firefox Developer Edition 55.0b8 (64-bit) Ubuntu 16.04 LTS
