add min_burst_duration #112

Hi @ryanhammonds , can you add min_burst_duration feature like in neurodsp ?

This is added in #113. If you could take a moment to skim the files changed on the PR and make sure everything looks good code-wise, and also let me know if it works for you data, I would appreciate it!

To use this feature, you'll need to git fetch and checkout the branch in that PR.
