Move Zabbix local SQL server to an RDS DB #33

From the recommendations of Matt Yana and Dan Hoyer, we should not be using a local mySQL instance running on the Zabbix server EC2. Move this database to a separate RDS DB instead.

In addition to moving to RDS, verify that all Zabbix "items" are set to store data for 2 full years on trend storage.
