MDSA Retro Follow-on: Develop cost estimation template/documentation #304

Create a template and instructions for how to estimate costs for the major MDSA platforms.

The main Cost Estimation page has the final estimates we generated for CARB, CalHR, Caltrans in one table. We can build views off of this in the project subpages and add new departments here for future projects.

The subpages for each platform have platform-specific calculators that were in separate tabs in the cost estimation spreadsheets, as well as links to documentation and notes on things that impact the estimations.
