Xinput vibrates constantly In RE4 #1377

While playing resident evil four with lilypad and a 360 controller, sorry i 
haven't tested another plugin because well... lilypad is simply easiest to use 
for me, the controller will vibrate continuously during cutscenes and any menus 
only ceasing to vibrate during normal gameplay... interesting to note the 
vibration feature operates normally during gameplay.. most interestingly is 
that there are no errors in any logs.

This will happen as far as i can tell as long as an ximput pad is set up for 
vibration in lilypad

has occurred with all versions of pcsx2 to date as well as all revisions of 
lilypad
