ace combat 04 shattered skies/distant thunder L and R buttons do not work

1) Did the game ever work correctly (i.e. not have this problem) on the
Official PCSX2 build or an earlier version of PCSX2 playground?
(If so, please specify the latest pcsx2-playground or Official revision
that last worked.)

problem occurred on older versions as well

2) What steps will reproduce the problem?
1.launch the iso
2.start new game
3. press l and r buttons l1 and r1 are throttle l2 and r2 are yaw both are 
needed neither work

3) What exactly happens when you experience this issue (listing any console
errors or screen output you receive)?
no errors the buttons just dont perform the action in game even though they are 
properly mapped

4) What version of PCSX2 are you using? On what operating system? Plugins?

1.1.0.5710 on windows 7 x64 with ssspsx pad pressuremod 1.7.1

5) Please provide any additional information below.

GoogleCode, so please keep attachments to UNDER 200k!  Do not upload
blockdumps!  Do not upload MP3 dumps or screenshots in BMP format.  Try to
use 3rd party image hosts for screenshots when possible.
