User Story: notifications of changes in Fares v2 status for certain feeds

Summary

1. As a MSD representative making sure we maximize the amount of feeds with Fares v2 data
2. I want to be notified at least daily if any feeds drop or add Fares v2 data completely
3. So that I can reach out to the respective vendor to ensure their commitment to maintain this data is being followed-through upon

Acceptance Criteria

1. When a feed associated with a particular vendor drops or adds Fares v2 in entirety from its feed
2. A notification email should be sent that notes which feeds had the data added or dropped

Also, here are a few points that need to be addressed:
