Update develop with new changes to constitution #37

@MElemental Please carefully review the changes I have made and then suggest additional changes by committing to this pull request.

I think we should tackle each Article one by one. Once we feel satisfied with changes to an Article, we may then move on to the next Article. We should also note when we reference the Bylaws, so we know what to include in them. I'll draw up a plann in RSO administration

Shouldn't we run by each section one by one? Then merge when we finish the constitutional project?

I don't think so, there's still some details to hash out. Perhaps we should establish more standards for pull requests if we're going public soon.
