Clarify key encoding #5

It's not clear from the README how PUBKEY, NEWKEY and PANICKEY are encoded in the JSON array.

Will be working on a PoC client for interacting with it shortly and will update the README once published.

@Tsuribori can you check the standard again (I have updated the README), and also feel free to test the new PoC in https://github.com/canarytail/client as well.

Let me know if this resolves your issue or if I should clarify anything further.
