feat: Add a new version of certificate_transfer_interface #156

This change adds a new version to the certificate transfer interface, allowing multiple objects to be placed in the databag. This is useful for situations where we have multiple issuer certificates that charms may want to trust.

It also moves to the new format described in CONTRIBUTING.md
