Issue

As per changes in https://github.com/canonical/cos-lib/pull/95, the tempo_cluster interface removed tracing_receivers field in favour of 2 new additional fields charm_tracing_receivers and workload_tracing_receivers.

Solution

Add v1 schema version for tempo_cluster interface.
