docs: fix WSL tutorial

Install and start are no longer separate operations,
so update accordingly.

Fixes GH-5746

[x] Squash merge using "Proposed Commit Message"
[ ] Rebase and merge unique commits. Requires commit messages per-commit each referencing the pull request number (#)
