Fix charm publish action for ubuntu 24.04 #102

The publish action fails due to charmcraft definition that is uncompatible with ubuntu 24.04: https://github.com/canonical/identity-platform-admin-ui-operator/actions/runs/11743781087/job/32718945025#step:5:17

We need to update the charmcraft file and pack it in non-destructive mode, like fixed in https://github.com/canonical/kratos-operator/issues/295.
