`refactor: make brokers the center of the 'star'`

Swapping around what's in the PeerCluster vs PeerClusterOrchestrator relations and data interfaces

`refactor: assume single peer-cluster relation`

Constraint of supporting either one of the following deployment topologies:
- broker,balancer
- broker <-> balancer
