Confusing endpoint for : PSR Capacity #98

The current proposal for the specification of PSR Capacity /power-system-resources/{id}/capacity is a little confusing

It is not possible with the current proposal to understand if the different fuelSources are updates of the same production unit or different units.

I think the idea here is that at the US-WECC-CISO level, the individual production units aren't necessarily broken out, and this is a capacity value for each fuel type/technology.
