Richer content hint #10

Issue# 1447 at carbon-components-react repo seems to request for richer content hint (richer one than what's available with browser's native title attribute). Issue# 1201 at carbon-components-react repo seems to be related, too. Good to see if there are our designers' interests in this area. Re-using definition/icon tooltip UI may be one option.
