As a DDS designer, I need to make a plan on creating a document to view all the current content filtered with the categories so that I know what we are going to carry over to the new Gatsby website and what we need to discard or create.

Acceptance criteria

[x] A format of the audit list is defined.
[x] A work file is created and can be used for the next step https://github.com/carbon-design-system/ibm-dotcom-library/issues/268.
