chore(setup): initial updates after migration

• Add the code of conduct from the Carbon monorepo
• Add the dependabot config file
• Add a new ci.yml workflow for GitHub Action's based ci
  • I just took a rough jab at this, it might need refined or fixed. I just copied over what seemed applicable from the circleci config.yml
  • The status checks from it are not required in any way, so we should be able to easily test and debug things as necessary before making them required
• Added the Developer Certificate of Origin workflow (also added the required secrets to this repo settings)
• Minor update to the readme (also caused an unintentional formatting change, prettier maybe?)
• Add license to example directory package.json
• Renamed project to @carbon/react-native for when we eventually set up npm publishing to that scope
