Improve CI runtimes #15195

Part of providing an excellent developer experience is having the quickest feedback loop we can. Right now our CI times can be somewhat lengthy. In some cases workflows take ~30mins to complete. This issue contains a batch of ideas for how we could potentially improve our GitHub Action CI runtimes.
