probably a component level issue, related to https://github.com/carbon-design-system/carbon/issues/3133

this is definitely an upstream bug, however, matching the Carbon spec isn't possible without adding javascript, which seems like overkill for an unordered list. need to sync w/ design on this in the upstream issue.
