Pin Python version to 3.10 to solve an xarray-spatial conflict: xrspatial

@rbavery We may need to merge this to fix the setup instruction of a workshop tomorrow. (Really sorry for being so hurry >_<, found this in the last minute.) Just let me know if you find something need to be changed.
