The Cartesia TTS API has gone through a few changes. This PR updates the python api to be up to date with the TTS server api

A few notes:

we do not support caching voices across clients. If the user wants to cache voices across clients, they must explicitly save and load the _voices.
- we can optionally create a save_voices and load_voices function in the interim to help with this.

Testing this to try to get motormouth hooked up with our TTS API. Are we no longer supporting default voices?
