[CAR-317] Merging in history from `/packages/cartesia-python` in `bifrost` #39

I think I need to merge in the history (the singular commit) for /packages/cartesia-python in bifrost into this repo in order to add it as a subtree.

Also my dumbass had some local print statements when I copied it over so I had to add those 2 prints too.

CAR-317 [Python Client] Migrate to Bifrost

We're seeing issues cascade when we make larger changes to routes + JS Client because the Python Client is in a separate repository. We should move this soon rather than later.
