Adds Hunter module. Implements #25: Restrict game chat to game participants #39

Fixes the in-game spamming issue by restricting chat to game participants (active players). Chat restriction disables the game chat input field for non-participants until the game is finished.

The server will also discard game chat messages from non-participants while the game is running, just in case a clever player tries to get around the disabled game chat input field.
