Implement Ctrl+A and bounding box select #34

Ctrl+A should select all phraserects, and the user should be able to use bounding boxes to select boxes.
Being that we need to support polygon drawing, we should just add a "tool" section to the toolbar with mouse cursor, rect, polygon.
