First, release version 2.24 (this PR, which will likely have a few things added to it before merge.) This contains mainly the source code changes.
Then make a second release for 2.25 which will contain the historical materials and changes to example programs and documentation. This will be the Silver Jubilee edition.
(This takes advantage of the version number containing "25" for something celebrating its 25th year. The 25 in "2.25" is otherwise more-or-less meaningless; I think when 2.21 was released, it was intended to be 2.2.1, but the last two digits stuck together and this is what we got. (It's unclear why anything here deserved a major version of "2" anyway.)
