Enables simple callbacks implementation, permitting:

Scalar values from JavaScript callbacks to to be returned synchronously back to the native runtime
Callbacks with simple parameters to be presented to the JavaScript runtime.

Added additional runtime checks and verified compatibility with both iOS and Android.

Fixes regression associated with hot loading. Assures that both the current WebAssembly module and its callbacks are the most recent implementations.
