ruler: add support of the color changing, config dialog rework #22

This change is proposed as the solution for the #20 issue (Font/Ruler Color #20).

Looks fine. There's one minor issue: the ruler doesn't redraw immediately after changing the config. But I'm going to fix that myself. Thanks contributing! :)
