Feature Request: Port to Windows 10/11 #16

If possible port to Windows OS for those that don’t have access to Mac. Might also increase tool usage across more HMD platforms

The MV-HEVC tool we use is actually calling a macOS framework for the spatial encoding. At this point I don’t believe it can run on windows at all. Sorry!
