Problem

This is a sub-issue of:

creativecommons/vocabulary#2

Once creativecommons/vocabulary#1092 is complete, there needs to be a record of all known occurrences of Vocabulary across CC projects and entities, so that they can be updated to reflect any current and future changes to Vocabulary, or deprecated if necessary.
