Libram of Repentance is providing additional Shield Block Rating while Holy Shield is up but it is not showing on character sheet.
When using Holy shield with and without the Libram on I am able to see the Block % go up but not the Block Rating stat.
Not 100% if this is accurate to era but it appears to be a bug either way.
