This has been an issue for as long as I can remember with Bayo2 on Cemu. While flawless in virtually every other regard and has been for a while, this graphical anomaly has persisted.
The issue is as such: On geometry that's against high-contrast areas (such as the edges of buildings against a bright sky, or geometry with bloom), they seem to 'trail' the rest of the scene when panning the camera, producing judder even through the framerate is a locked 60 - like parts of the scenes which have bloom/high contrast are only updating at 30fps.
See attached video that shows several examples of this in motion. Note that this video was created a while ago, hence the Cemu version being labelled as 1.25.3c, however I have just tried this with 2.0-28 with no change. If you'll focus on the building edges near the sky, the white buildings on the hills in the distance, and the concrete arches of the structure she's facing that have sunlight cast on them, you can see a noticeable trailing where it's not keeping up with the rest of the scene.
Here is also a video showing native WiiU, timestamped to the same location as the screenshot above. As the WiiU cannot deliver a constant 60fps and the resolution is of course much lower it's a little difficult to compare directly with my 4K capture, however it should still be apparent that there is no disconnect with the bloom on edges of the structure as the camera pans.
