Teachers can manage the course category. Open My schools > school name. They can click Manage courses in the upper right corner. Tested with Peter.

This is not surprising. He is manager in all schools he belongs to. I tested with Teacher o1t1 and he does not see that link. roles-of-peter

Problem still exists Tested with my Teacher-Account in HLW Deutschlandsberg on live system. I should not even see this button. kurseVerwalten

and what can you do there? according to the permissions you can't do much...

Move everything to the waste bin: kurseVerwalten2

Create a new Course kurseVerwalten3

This is not the option to remove, but to restore courses.

If teachers delete courses they need access to the paperbin of the containing course category...
