Create DDI 3.x exemplar document

A DDI 3.x CMV compliant exemplar document is needed to create tests to verify the parser functionality

One approach is to add the GESIS DDI 3.2 endpoint details to the list of endpoints to harvest, then we will have a (large) supply of XML files to test in the staging environment.
