Should projects include a code of conduct? #8

Related to #7.

The TODO code of conduct is a really great example. It seems like a worthwhile addition to the standard contributing.md file.

I think that would be a fantastic thing to provide for new and existing open-source projects spinning up in the government (and projects in general, open or closed).

The NSA provides a Community Code of Conduct for their SIMP project.

Are there other community codes of conduct that we can reference and provide to agencies as examples?

Another one for the list: npm. I really like the git history of their code and the clear contact for CoC violations at the top.
