cbSFS doesn't explicitly account for ploidy #22

The cbSFS (or composite bSFS) is created by subsampling multi-population data and is especially useful for large sample sizes. However, it ignores ploidy and is insensitive to the ordering of the phased/unphased sequence blocks coming from the same individual. Thus, such sequences which are placed adjacent to each other in the pseudo_MS format need to be taken into account.

Note that this issue also addresses a bug introduced during #21 which leads the cbSFS configuration frequencies to be greater than 1!
